do elite armors have inscription slots? mainly looking for primeval and elite plate mail.

Yes. All armor except max AL collector armor is inscribable (some other trivial exceptions may exist).

well since you brought up collector armor can collector weapons be inscripted?

Depending on the skin and where you get them from, some collector's weapons will indeed have an inscription slot. Looking up "Collector Weapon" on the official wiki will take you to a profession sorted page for collectors weapons.

Also, collector's weapons with or without inscription slots will often also take prefix and suffix mods.
